photoshop only, as there is selective colouring involved, peeps. D:
this colouring is really only good with pictures that are really blue to start out with, like in quite a few screencaps you can find. [: otherwise, it'll probably end up being quite red. <3
STEP ONE
i used the same picture, but since they were so far apart, i put sam on the canvas [the guy to the right] and then duplicated that layer. on the duplicated layer, i went to filter >> pixellate >> mosaic and put the cell size around 5 or so. then, i erased anthing that was over sam so he can be seen, but the background is mosaicked. [: after that, i simply used the same picture again for merry [the guy on the left and flipped him so he was facing the other way [ctrl + t, flip horizontally].
by no means do you have to do everything exactly like that. i'm just showing you what i did. you could just simply use one picture and crop it. [:

add a black and white gradient, going from black to white, with the white being on the bottom. i set this layer to screen @ 25%. it just gives it a little more texture. [:

STEP NINE
BRIGHTNESS/CONTRAST --

STEP TEN
and now for the finishing touches. i used the pencil [radius: 1px; color: white] and drew some squiggles on the background [not on the people or faces]. then i set this layer to normal @ 22%.
after that, i used this texture by karen of BLM and set it to lighten @ 100%. i erased anything that was over the people. <3
