LETS SEE IF I CAN DECENTLY EXPLAIN THIS OKAY WITHOUT SOUNDING HORRIBLY STUPID AND/OR CONFUSING but basically it's not a different character system so much as an addition to the basic character application system. We have two types of characters. A) the app characters, these are one account per character, make an app for the character and roleplay with the character, nothing new. B) the non-app characters, these characters do not have an app, nor do they have faceclaims. They're kinda like npcs in a route-based pokemon roleplay except not really because, well they're played by members. But basically non-app characters are designed to be used for like...if a member really wants to roleplay someone robbing a bank but has no characters that would rob a bank. With this system, instead of spending days to write/wait for an app to be approved to rob the bank, the member would simply write an intro post of the bank robber robbing the bank. After the bank-robbing roleplay is done, the character can be done as well. Or, if the member fell in love with the bank-robber they can write an official app for them and have it be approved so they can be a 'real' character. There are definitely some risks with this kind of set up. For one, the members have to be responsible enough not to make mary sues and even then there'd probably have to be a rule saying 'temporary characters can't have anything important to do with the overarching plot/setting'. Along with this the staff would have to be fairly active and be willing to do some light interventions in the hopefully rare cases that an inappropriate character does pop up. However a system like this would be great for people to explore the setting to its fullest, especially in darker sites where death/danger is a fairly common thing coughsnkcough as it allows people to kill/seriously affect characters without killing/seriously affecting their characters. But more importantly, it would allow people to roleplay more often with different people as they could bypass the 'I wanna rp with you but how the hell are we going to get our characters to icly interact?' thing Mechanically, it would operate a lot like the 'one character per account system' plus one ooc account where you'd stuff your temporary characters. And that's about it I think. Thoughts?

I love this idea. We implement it on my site as NPCs. NPCs are free to play by anyone, and they are really useful to enhance and diversify the story.

So basically they're just npcs that people can spawn? I think having them be "non-app" beats the purpose of it. I've thought of something similar to this where members can play certain npcs, but the npc has their own app. One of the earliest rp sites I've been on also allowed members to submit NPCs, which still require application.
Just make it like that. Have people submit NPC ideas using the same or a shorter version of a normal character application. That way, you're able to check through what kind of characters are being used, and the NPC can be used more than once and actually develop an NPC.
Alternatively, if you want people to be able to RP with others with just NPC, let them have an ooc account and post in a thread like some sort of dungeon master?

Honestly, I just make all the accounts with no official difference. Several of mine are "NPC" accounts but since the process of creating a character is very different than most places, it's not a big deal for many of us to whip out a character in 15 minutes, start that bank robbing thread, and see where it leads us. Many of my favorite characters started out as "NPC" accounts. <3
