I don't know.
In my really early years of rping, I tend to look around the room, find words, and then mix them up together to sound cool and awesome. I do it until now. As much as possible, I don't reuse names. If I use a name on a site, then I won't use that name on another site. It made me run our of ideas that practically prevents me from creating too much characters.
For Japanese names... oh men, I tend to to just put syllables together and when they clicked, that's it. I really don't know the meaning of that Japanese word. Hoho. Or is really Japanese? Idk, they just sound Japanese.
I also use randomizers. I skim over the options and pick a good one.

I name my characters through Behind the Name, or Google. However, my most recent character is Miroku, because his brother's name is Kouki, and Kouki and Miroku sounds like Cookie and Milk. Blame tunasaurus and SVEN.

i'm a big fan of names that could be used for the opposite gender as well. i'm also pretty fond of names that start with, a, x, and c.
i also have a sweet spot, regardless of whether they fit my character or not, names that mean types of flowers.

I can never start on an application without deciding what to name that character, ever. So naming charries for me is kinda a pain in the butt.
Idk how I do it, but my brain creates fancy names from either video games I played (Minako, Daena, Myrrh, Irwin) to names I know had no reason being in my head whatsoever (Viktoria, Aeri, Callista.). Their last names usually are the ones that really fit their personality. Most of the time I just pick a random letter and recite names until I find one that I like the sound of the most. S fantastic

I always tend to put a lot of effort into my characters names. I try to research the etymology, root meanings, etc. until I find a name set that clicks together as a whole set. I'm not sure why, but I can't bring myself to use a name generator unless I'm making a one-time casual character. The meanings of the names don't necessarily have to describe the character, but they have to flow nicely together (i.e. Hélène Astrid Tolbert means 'Torch' + 'Star' + 'Bright, famous', so they all sort of fit together). I end up with really corny names sometimes like Daisy Astoria Fields, but w/e. it's all guuud in the end.
I also try to keep the names within that character's nationality, idk why.

I've never used a name randomizer and I will never do. I randomize them inside my head and BAM there's the perfect name for my character. Sometimes there are names wich are popular, sometimes there are names sprang from my fantasy.
