I've rped on like billions of sites at this point. It honestly depends on what you're using to host your forum, as to my preference.
I would not join a character per account on a site like Forummotion or Invision free. I've done that before and the switching in between got tedious and long, and it was just yurk. A account per member is best on sites like those, considering that their versatile nature isn't towards plug-ins, but rather towards coding of the posting template and such. So definitely, if it was a site like that, account per member. Although the thing I've noticed people mention, is the need to differentiate between characters on such an account, and that's why I tend to make templates per character with bright flashy colours; if I recognize the colour, I generally know who I'm rping as. XD
Now, on a host like proboards, and I guess jcink, an account per character outlook is so much easier, considering that generally proboards has a more adaptable sense of plug-ins to allow such things as hp, stats, money system, so on and so forth. Generally proboard sites like to make stuff more member group based, and it's easier to do character per account then. I prefer proboard's to jcink, but that might be a bit bias I've joined only three jcink site, one had really confusion presentation, one I never did anything on, and Dotai's the only one where I liked more then one account. I found the process a bit like the hotmail linking, which I liked the concept of, and was generally painful. (as a side note, I do open a new tab and then switch my account on proboards and refresh the page I was on; so I don't lose my page 90% of the time because I do that. A little bit of work, sure, but pft, works fine for me!)
And finally, to take into account the site's general system and structure is a good idea. Like a pokemon, digimon or mmorpg based sites (like Dot Hack, SAO, Log Horizon, etc.) often have an earning/individual system in which to get goodies per characters. Some are strict on the money per character, and some allow to snippet from other accounts too, but generally that kind of system would rather be with a character per account then a member per account. But for stuff like super freeform sites, like a Bleach or Naruto Site, it honestly depends. I've been on a forummotion naruto site where you originally had to character per account, but it changed to member per account, and thus me with like 20 accounts and manually switching, had to stay with the old system in some measure. It was interesting, because then I switched my name to my oocname and then something for the character. It worked on telling people who I was, without taking away the character's customizability.
In any case, neither is bad, it just depends on the placement. I generally come to proboards for character per accounts, because it lets me twink and customize my characters, and I like the feel of switching (I also like having a visual display list to switch with, not just a drop down menu) and sometimes I'll go to other sites to get some member per account going and then have a giant sig page of 50 charries because I just can't stop right. xD
