Can someone explain how to do the scrolly thing where you scroll down to an element and it starts to follow you down the page? I don't have any examples sorry orz. Is it possible to do with css or is it a jquery/javascript thing?

Are you talking about like the sidebars that follow you down the page? if so, the position is fixed using CSS and is chosen to a certain place by left, top, and/or some index.
The Css would be something like...
div{ position: fixed; left: 30px; top: 30px; }
if you want more technical version, I suggest looking up information on different types of positions, indexes, and how they effect the element and document.

something like that. but it doesn't immediately fix to the top of the page, it fixes when you scroll down to it? the page numbers inside proboards threads are a good example. you know that bar that's like
< Prev #, #, # Next > actions search etc etc
like on this page, it's right below the topic title then when you start scrolling through posts, it follows you. that thing
