Everything is a concept and a pretty rough idea, so bare with me here. It's a pretty messy idea but I'm just gonna toss it out there because wynaut. Just don't take any of the original ideas and claim them as your own for your own use.
I know that there's been a few PMD sites up and around before, but none have really stayed open for long.
Am I the only one who loves this series? So this is a rough idea of what I had in mind for one.
Disclaimer: I wouldn't go through with this idea probably until after the first week in April, if any interest is shown at least.

1. Plot driven. I had an idea where the human race was basically gone from the world, and the Pokemon in this world are either working towards bringing them back, or trying to make sure they stay gone.
That or Darkrai begins messing around again and starts invading legendary's dreams, making them think that the other legendaries are out to get them. Basically he makes a war break out between legendaries and it's up to the teams to either convince the legendaries that they're not out to get each other, or help Darkrai in his plot.
2. Sandbox. Plots can be made later on but it's more focused on personal plots and getting your rank up. Site wide events that give special items / TMs maybe.
Site mechanics
LVing, Moves and Evolutions
No stat system.
The way leveling would work is by a 100 EXP system.
For Pokemon who have a 3 stage evolution, it would go like this.
First stage to second stage.
Each battle would get them 10EXP. When they get 100EXP they can evolve into the next stage.
Second stage to third stage.
Each battle with the same stage or higher would get them 10EXP, if they fight with a first stage they only get 5EXP.
OR
Each battle with the same stage or higher would get them 10EXP, if they fight with a first stage they get 5EXP. This works on a 100EXP system too.
For Pokemon who have 2 stage evolution, it would go like this.
Each battle would get them 10EXP.
All one stage Pokemon (ones who don't evolve) give 10EXP no matter what.
If you need an item to evolve, simply buy the item whenever.
To get moves, you'd buy a TM. You can pretty much buy any move, except egg moves (?). Max of 6 moves per Pokemon. Possibly an item or place that unlocks 8 slots?
Teams
You can either make a team (of your befriended Pokemon or with other members), go solo, or be an outlaw.
You can recruit wild Pokemon and add them to your roster. Basically, it's like a Trainer catching Pokemon but they're your teammates instead. Some Pokemon would be unfriendabe, like evolved forms of rare Pokemon.
After a battle, a mod would RNG a % chance whether or not the Pokemon would join after that. Or it would be like a graded thing where a mod would confirm whether or not the Pokemon would join.
Spawning could go solo or be modded.
OR
Simply make a team with other members, go solo or be an outlaw. Wild Pokemon are unfriendable.
Battle
In official missions with a outlaw NPC or an event, dodges / blocks will be limited to 5 per battle. But if it's a normal rescue / find an item type of mission, you're allowed to play the battle out however you wish. If just a battle with another member, talk it out with your partner before hand and talk to staff if you feel they're being unfair. <Insert don't be a god modder or #can't touch this here>
In official missions with a outlaw NPC or an event, each player is allowed 3 moves per turn. Implying this is a single, 1v1. If it's a team of like 3+ against 1, then each Pokemon only gets 1 move per turn. If it's only 2 against 1, then the duo would have to choose who can use 2/3 moves.
Fun stuff
Remember how in The GBA and DS games there were gummies? I had an idea where all Pokemon had to have a nature listed, and then gummies would be for sale in the regular shop. Every Pokemon was able to buy these gummies and eat them to raise their IQ, which would give them special skills every post or something. I don't really know what the skills would be, but just something cool. It was a random thought I had, not sure if I could make it into something cool.
Missions would have the E, D, C, etc ranking and give points when completed. When a mission is fully completed, a mod will give an a-ok if it looks good. Just so people can't breeze through a super hard mission without a scratch on them.
Teams/Solo explorer would have a Normal, Bronze, Silver, etc.
People could have two rankings. One for solo and one for team, that way if a team became inactive they wouldn't lose what they already gained.
Legendaries can't be friended, but teams could explore the dungeon if they dare. They might get a special reward or item if they make it that far.
Items would be like berries and stuff. Potions most likely wouldn't be used. Instead, a Oran Berry could restore 10% of a user's health while a Sirus Berry restored 30% of a user's health. Using an item takes up a move slot.
More items from the PMD series could maybe be added and implemented somehow. But yeah, these are pretty much all I had in mind at first. /tosses idea out there for others.
