cBox and RPing Etiquette

Hello Gangnam Style, I'm Lyro and recently an issue has come up that I am not entirely sure how to handle it so I'd like to see what you guys have to say about it. There was an issue lately about cbox conduct that has me growing increasingly concerned about this situation so I would really appreciate second opinions on the matter at hand.
The TL;DR version of this is basically; How do I get members to stop acting like impulsive hyperactive children and properly conduct themselves in the cbox?
The lengthier version is more or less the fact that there are members that are frequently in the cbox on my site that are all nice people but the way they behave in the cbox is really not appealing - especially to guests or the type of members I've been hoping to attract to the site.
The things they tend to do is basically...
- Repeatedly post random messages that are more like Facebook status updates (Just sneezed on my screen, walking in the rain etc.) I don't mind if it's like someone mentions that they're playing a game to see if others play it as well, but this goes straight into the "This has nothing to do with the conversation and I'll keep updating you about this situation and not really converse but ramble to you guys about it" train of status updating.
- They do this thing where they like... RP with each other?
MemA: /rolls into the cbox
MemB: /rolls MemA off a cliff
MemA: /uses parachute
MemB: /punctures parachute with sniper
And this just goes on and on forever.
- Unnecessary CAPS LOCK ABUSE
- Passive Aggressive or Politically Correct responses; This is less of the hyper active childish thing and more of the fact there has been an ongoing issue of people being passive aggressive towards each other over seemingly insignificant things. Someone makes a joke and instead of laughing, someone is like "Well actually, you're wrong" and it's hard for members to really understand when people are joking or not?
The worst part is the fact that when a guest pops in the cbox, members go nuts with excitement. The cbox could be nice and slow, but if a guest appears, there's suddenly ten messages being sent at once and the cbox explodes with activity to the point I've had to train myself on how to maintain multiple conversations at once so no one gets left unanswered. However, I'd imagine that a sudden explosion in the cbox would leave any timid or anxious guest rather put off because "how do i keep up?" is always the question that comes to mind, even for me when I'm used to it.
There are a few other areas in regards to the fact my members sometimes just flat out struggle to communicate properly with each other at times and I want to really work on getting them to be more open with each other, but I'm not sure how exactly to go about this. So any advice you have would be very much welcomed.
