(Uses Photoshop CS6)Animating in Photoshop is a bit tedious, so it's best to keep it short (like aff banners) unless you're feeling
really ambitious.
Ok so this is the aff banner I made as an example.
Step 1: Go to Window > Timeline, then find the picture you want to use.
Step 2: Create a new frame by clicking the page icon in the timeline, and then create a new layer. Fill your new layer with a colour of your choice.
Once you've created your new layer, put the opacity at 15%. Since your colour layer is going to show on both slides, go to the first frame and click the eyeball on layers. Go back to the 2nd frame and unhide the colour layer.

You'll have to do this every time you create a new colour layer for each frame.
To make it easier when you're adding layers and frames, duplicate the last frame you worked on.
For frames, just select the one you want and click the new frame button.
For layers, right click and select duplicate layer.
So you should look like this -

Step 3: Add a line of text at 15% opacity, and slowly build it up just like with the dark layer.
Once you've reached your desired opacity, start going back down.

Click frame 10 > new frame, drag it in front of 11, and repeat with 8, 9
Just like with the text fading out, you want the image to loop properly, so copy the image frames from darkest to lightest.
This is what your final timeline should look like:
Step 4: Set the frames you want people to look at to 1.0 seconds (or more), and the rest at 0.1.
To save, click File > Save for web.
