Pokemon live in the wild as feral creatures-- some can be tamed/domesticated (the King of the region would most likely be the one able to tame larger beasts), but other than that they're creatures that can kill you in an instant, unless you go out in a hunting group to defend yourself. Basically like modern day animals-- you wouldn't (shouldn't) be keeping a huge crocodile as a pet.
To add to that, the setting would be medieval, or pre-industrial. Not only would one have to worry about the creatures breathing fire in the forest, they would have to worry about their land, clans, castle security, etc. Hunting parties would be able to go out and try to kill these beasts for food/clothing, etc.
pokemon are now nothing more than animals with special abilities. some are kept as pets while others are left alone in the wild. humans try to live a balanced life with them and use them as companions, workers, and even the occasional meal. for the sake of roleplaying most of the pokemon will be scaled into proportions (pichu and pikachu can no longer learn thunder) to explain how most pokemon can be easily domesticated. small, tame pokemon would be available to everyone while medium size pokemon are left for trainers and hunters. the most powerful pokemon are left to the wild. anyone skilled enough to conquer and tame one is considered a local god by the community.
most humans will only own one to three pokemon depending on their situation. a head of the household may own a pet growlithe, psyduck, and sunflora which are considered family. trainers own more savage pokemon and use them to domesticate wild pokemon. hunters will explore the wilderness and often bring along pokemon to fend off or capture any wild pokemon they encounter. those captured will often times be domesticated or otherwise used for their skin and as food. a common scenario would be a group of hunters using a sentret, azumarill, and kirlia to take down a wild ursaring.

the closest description i can think of would be monster hunter with heavy pokemon influence. place it in the kalos region during the warring era and you can easily slide it right into pokecanon. most of the plot would revolve around x/y’s background story or site developed events.
