I've decided to start on a rp based forum where people roleplay as characters who can each summon different creatures. The literacy would be medium to advanced.
Since i'm no good with layouts and those types of things, i would need staff members who are good with that, as well as active members that can help guests when i'm not around.

Can you put up more information about plot, forum host and mechanics? I might be able to skin but it depends on the forum host you plan on using.

Oh yeah, of course. Uh, proboards? If that's what you meant by forum host. Here's more in depth:
Location: (There's a possibility that i might switch up the location, plot is the only thing i know for sure.)An old academy building centered at the very end of a long forest. Around the academy, there are smaller buildings for things such as a bar, gym/training facility, library, beach, dorms and any other places people might think up. The academy is more for housing people within the dorms than actual student studies. Nevertheless, school does take place in the academy.
Plot: People have always though, 'Magic? Oh that is something only derived from fairy tales told to small children!' None have ever considered those beasts and creatures from your old childhood stories were true. More than true--these fairy tale creatures are all around us, every day.
Some people know this fact more than others. Most of these people are known as Shōkan or Summoners. These people may use different types of magic to call forth creatures of many different shapes and species. Each summon has its own characteristics such as personality or powers. Some look practically human and are able to speak, others not.
When the bond between the summoned and summoner grows, the summon's power increases as well. With practice, some Summoners are able to call upon summons with more than one category of power. Such as rather than only elemental, the summon may also use telekinesis, just to give an example.
What are mechanics?? Haha sry don't know what you mean...

Ah PB xD well fortunately for you, a lot of v5 skins out there. Think I saw you take interest in Electric's.
Mechanics is like the game system. For example, what decides a summoned monster's abilities? Is there a list to choose from, do we buy them from a shop and if so, how are ooc cash earned? Do monsters level up and everything?
I really like this idea by the way. I know this isn't an interest check but I think this can appeal to a number of people. Too busy with stuff to staff so good luck with the search!

Oh i get it! Well, it's purely based on the person roleplaying the character. I'll have a list just so ppl can see examples and ideas in case they have none, but it isn't restricted to the list.
You would be aloud to start ur charrie off with any strength of summon. It can be based off of a characters personality traits, looks, or just because you want their summon to have certain powers. How the character gained their summons has to be specified in their history, if not, then they can't use their character until it's specified. Each summon can't have too many powers though, if the character only has one summon, then it can have more powers than a charrie who has multiple summons. The characters themselves are aloud to have one or two powers, but they don't have to have any. Also, each character can have different ways of summoning, be it blood, instruments, vocals, etc. And the summons can have different ways of appearing once called. For example portals.

Does anyone have any suggestions on how i can make this more eye catching? I don't want to make a site and end up with only 5 not so active people :/

Um...well, I'm just going based off of my experiences being an admin/staff on sites. I guess the first thing you should do is realize that opening a site is always going to be 50/50. A "nice" site with a "nice" skin won't always win over members. I've seen sites with pretty much terrible skins and horrible, eye killing fonts and text and they have over 50 members.
Second step is realizing that saying you want more members, active ones at that, won't gain you anything.
Third, you gotta research yourself what makes a site thrive. Look at everyone else, see how they're doing. See what works, see what doesn't work. See what /you/ like, and see what you don't like. But don't blatantly rip off people 'cause that's mean. lol
Teach/research RP slang/words definitions, too. Because members are going to be asking tons of questions like, "What's the mechanics?" or "What are the battle systems?" "Post duration?" "Word count?" "Advertisement?" "Where's your affiliate button?" And by the time you open a site, you better know each and every one of them. It's a lot of stuff but it'll get easier. lolol
Don't rely on active members to help other members when you're away. That is a staff duty. It's a nice help, but a good staff team doesn't rely on the members like that.
In the end, it's your site, so it's your responsibility to make it eye-catching, no one else's. You have staff, but again, in the end, if the admin falls short, the entire site falls short.
So that's my advice on making a site eye catching. lol
