One man, or pokemon, can change everything in a single instant. Nearly two hundred years ago, the current Champion of the <region name> region's pokemon turned on her. She, the most powerful trainer in the region, had been slaughtered by her own pokemon. No one is entirely sure why, the exact details lost to time, but the only thing that is for sure is this started an all out war between pokemon and people, people and people, and entire cities against one another. Factions formed and it was who ever had the most weapons, whether they be man made or pokemon, that would survive. The various cities and towns became city-states, massing armies of humans and pokemon that were still loyal. War broke out and eventually the once beautiful land of Nue became a wasteland of destruction and death. The legendary pokemon said to guard the forest, land, sea, and all other aspects of time fled to the Wilds, encompassing the entire woods within a large mountain range, courtesy of Groundon. Should a human step foot into it, they were slaughtered by the various pokemon guarding the woods, ranging from Gallade to Bisharp.
Now, the people of <region name> are no longer united, owing their allegiance to the various cities that still stand. <name 1>, <name 2>, and <name 3> are the only great states that remain, the others either conquered or obliterated. There are rumors of a small settlement far to the north located on a secluded island that stands as it did before the War, but again, it is only rumors. The people of <name 1> use the desert as a natural barrier from their enemy states, the countless pokemon that inhabit it making a harsh land to get pass if one is not careful, especially at night. They are as rough as the land that they inhabit and are known for being hot headed and quick to act. On the opposite end of the spectrum are the seafarers of <name 2>, who live in ship boats and flee to the water when attacked by other enemy states or land bound pokemon. Living in the ocean, however, is not a vacation, as powerful sea creatures lurk in the depths, striking at the people who live there when they please. Unusually calm and tempered, they are known to bring upon the wrath of the sea to any who cross them. Then in the middle ground are the farmers of <name 3>. Their once powerful city is now split not by riches, but by the militia and the food bearers. Considered the most powerful of the three states, <name 3> constantly trains their youth to join the ranks of the militia in order to protect their town from pokemon and people alike.
As far as technology is concerned, it is nothing to what it once was. With only a fraction of the knowledge they once possessed, and no more teachers or professors teach what they know, the people of <region name> rely on primitive hunting and farming to survive and use whatever is left to their advantage. A few hospitals can be found throughout the entire region, the medical knowledge as limited as the technical, but the "doctors" will do their best to heal a patient... For a price. The most limited field of all is that of pokemon study, pokeballs no longer being manufactured, the few that are found are priceless. All pokedexes have been destroyed, probably to prevent other states from using the technology, and healing machines are gone as well. Taming a pokemon now a days requires hard work, if a person can even approach one without being attacked on sight.

This was an idea I got from a fan fiction I read that pretty much got me into pokemon roleplay. The fanfic details the story of young man who is manipulated by evil Celebi into believing he is a soldier from a fallout like future where pokemon are rabid, feared, and hunted by Humans, there is no League or pokemon trainers, and the Human race is barely alive, living in small forts scattered throughout the wasteland. He then journeys through time, or so he believes, to stop this future from coming true. He then gets his pokemon and goes through the Hoenn League to make sure it doesn't happen and all this cool stuff happens. It's an interesting story and you can check it out here.
