While I'm still not 100% on whether or not I will go through with completing this due to my current circumstances, I got way too into the details to simply just let this sit and gather dust. I figure there's no harm in at least checking to see if people would actually be interested in it at one point or another. From the people I have shown it to, I've heard good things, but I need the non-bias opinion of strangers on the internet!
If I do actually go through with making this, I'll be sure to keep all interested parties in the loop of it's progress. You can post or PM me if you'd like to be kept in the loop. It'll be the first site in which I take the role of Head Admin, if I do make it, and while I have been an admin for two years now, I'd still like some suggestions and tips for how to make running this as easy as possible.
The following is just a lengthy rough draft of ideas for the site-wide history / plot, power mechanics, school set up, character groups, and the potential directions that this could go.

- DISTANT PAST
- 2014
> Alien Parasite unknowingly appeared within Earth's atmosphere with the arrival of several meteorites that crashed around the world
> One meteorite lands on the island the RP is set on - 2024
> A small section of children at the age of ten-years-old begin to display various super powers
> Super powered children are gathered to be studied in research facilities and away from public for safety reasons
> Talking to parents reveal nothing that can explain the odd phenomenon
> Investigating DNA, blood, and other biological samples, at least one parent of the child has unidentified parasites in their system
> The parasite is called Piscis, for their fish like shape under microscopes
> Parasites don't seem to be harmful to health of the parent(s) but result in a child with powers for unknown reasons - 2025+
> More and more children begin showing signs of super powers as a result of parents being infected by this unknown parasite, Piscis. Those carrying the disease begin to be called Hosts.
> Society begins getting unnerved by super powered children, some powers being more destructive and chaotic while there were a few that were pretty much minor and hard to notice.
> Scientists and Governments are called to for a means of how to handle these infected children.
> Around the world, various measures are taken to deal with the Infected. Many are either killed, locked away like criminals, forced into a vegetative/comatose state, put into questionable research facilities, or many run away from their home lands.
> The Infected on the island this RP is set on quickly become a large portion of the island's population. For several years the island struggles to control them, before eventually establishing a means of peace between the Infected, Hosts and Civilians.
> After hearing news from around the world that other Infected are suffering courtesy of their government, several Infected leave the island to try and bring others out of danger and into the security of their isolated home
> The island soon becomes a refuge from the world for the Infected as it continues to remain isolated from other nations and tries to keep out of the way of the feuding big guns around them. The only ones that may hear of it's welcoming to the Infected are other Infected or their family and sympathizers

- Somewhere between 2040 - 2060?
> The island has a large majority of Infected and by now has developed a well working system between them and the Civilians
> Civilians are still occasionally finding themselves slowly becoming Hosts of the Piscis parasite, scientists are still struggling to figure out the source of the parasite in their town
IF THE SITE GOES IN THE DIRECTION OF SANDBOX
> Members essentially decide and build the conflict that comes with the island of Infected, Hosts, and just normal civilians.
> Potential for power struggles, progress towards figuring out more about the Piscis parasite, personal plot building focused on the characters, world building etc.?
IF THE SITE GOES IN A MORE SET PLOT LINE DIRECTION?
> Eventually, introduce the antagonist after the site's had time to get established; the alien predators called the Apanirun
> Infected can either be considered pets, meals, or slaves and Earth acts as the Apanirun's breeding ground for them
> Reports of UFOs, crop circles, and various alien sightings have begun to increase around the world
> When the aliens invade, the site is likely going to start heading towards an Apocalyptic/Thriller/Horror setting shift

- POWER MECHANICS / SYSTEM
Powers are Genetic, but this isn't to say that two people from the same parent will have the same power. However, their powers should be similar in nature. A telepath and telekinetic set of siblings makes far more sense than a telepath and fire elemental.
Keep in mind that not every child a Host has will be an Infected, but a majority of their children will have powers. The Piscis Host(s) determines the type of powers their children will have based off of their own genetic build, even if it is something as simple as the Host having a stronger immune system or a natural body temperature that is higher than what is typically considered the average. The slightest abnormality in the Host can result in a large variety of powers in their children.
Once an Infected is born, their powers will almost always begin to become apparent once they've begun puberty. As they go through puberty, the power will always start out minor (for example; A fire elemental may begin getting random hot flashes or a telepath may begin hearing things without knowing where or who the noises came from) before progressively growing as they do and properly manifesting themselves at a noticeable degree.
However there are cases in which a power does not manifest in an Infected until the person has been put into an intense situation. In these situations, the power comes out with a bang and can be overwhelming and highly dangerous. These Infected may be forced into temporary Isolation within the labs until they have calmed back down and gained signs of control over themselves again.
Members will not have to worry about stats, levels, or creating "moves" similar to Pokemon Moves based off their powers. Instead they will be in charge of creating their power's initial restrictions and set up a "Power Progress Plan" to be sent to Staff for approval if they plan to get stronger than their start out restrictions currently allow.
When it comes to fighting each other, the typical no meta gaming, no power playing, don't be OP rules apply, and the site will work on a Review & 3 Strikes system. If a member feels someone is breaking the rules, they may direct the staff to the thread to Review the battle and determine whether or not what's taken place is fair. If the person is indeed shown to be unfair, they will receive a Strike. By the third Strike, the Infected character will be forced to wear a power-negating collar for a period of time and any plotting to remove it must be Staff Approved. Anyone with a single strike would not be allowed to have any kind of the following.
Up for Debate:
Certain "OP" super powers like Time Manipulation, Vector Manipulation, Energy Manipulation, Reality Bending, etc. will only be allowed in cases where a character is focused on Man VS Self and is not intending to battle other characters, be a source of conflict, or be a "CAN'T TOUCH THIS" case. An acceptable character would be more so focus on the psychological effects that come with powers like these, because it is interesting to explore similar to the psychological effects of Immortality. So, someone with Vector Manipulation that is there for the purpose of training other Infected while trying to recover from the trauma that comes with the lack of being able to touch anyone would be allowed, but someone with Time Manipulation simply abusing their power to steal everything and never be caught would not be allowed. It'll be a case-by-case member-by-member thing...
Or this idea can be flat out removed and a list of "Not Acceptable Powers" will be created. - SETTING
- CLIMATE
A large island (that has no name yet, sorry) located in the Atlantic Ocean, between North America and Europe. The center of the island is a dormant volcano turned ice capped mountain, where a meteorite actually landed, but has yet to be found. The overall island has a Temperate climate. Summers are hot, Winters are cold, and there is a mixture of European and American culture. The living quarters are more modern and futuristic in nature, even the more sub-urban homes are fairly modern. It's a sci-fi setting, so there's likely things along the lines of hover boards, hover crafts, some jet packs, cyborgs, robot assistants etc. here or there by this time. - SOUTH SIDE OF THE ISLAND
A cluster of sky scrapers and a very strong NYC vibe, this part of the island features...

The Red Light district of the South part of the Island...

The residential part of the island. The homes closer to the South Side are typically more along the lines of sky scraper mile high suites, but the further you get from the south, the shorter the buildings get. Eventually it's nothing but suburbia before going to the wild side and finding the houses through the brush of the nearby forests. In total, the North Side includes...

Located at the far North side of the island, the schools take up almost an overwhelming fourth of of the island due to the fact this is where young Infected are expected to master their powers. The school grounds include...

> Courtyard
> Outdoor / Indoor Training Facilities - PRISON / HOLDING FACILITY
A smaller separate island from the main island, similar to Alcatraz. Infected Criminals are kept locked away here. The rooms of their prison were designed with the ability to cancel the powers of the Infected. Prisoners are also required to wear special collars that have the same effect on them as their cells do. Collar-Wearing Infected are on par with powerless Civilians. Special keys to these collars are kept stored away in the Disciplinary Regime HQ and away from the collar-wearing-crooks. Escape is possible, but difficult.

For the Infected and their family / sympathizers to briefly RP in their homeland the struggles they face before coming to the Island.
- CLIMATE
- SCHOOL SET UP
Students have curfews to follow and on Week Days are expected to go back and remain on campus by 10 PM, but on weekends, must be back by midnight.
Civilians are required to attend the Academy until they are 16 and may drop out. Hosts are required to attend until they are 18, just to make sure they do not evolve into an Infected. Infected must attend until they are 18, as well. However, an Infected that is still incapable of controlling their power, does not have the option of dropping out. Infected must attend the school until they either have control of themselves or opt for the Collar instead.
Students would just have a Custom Title that depicts them as a student ( "Student" or their grade level based off the US grade system) but still be organized into either Civilian, Host, or Infected. Infected still attending for Training Purposes but not Academic Purposes would be labelled as "In Training" rather than a grade level.
Upon graduating, many students are approached by the Disciplinary Regime members about potentially joining in order to give their isolated island a fighting chance should any of the larger countries come to try and take away their home. However the scientists of the island also plead for them to come and continue practicing at their labs so they may continue working towards better understanding the Piscis parasite and the bizarre powers these children have. In the end though, Infected are free to make their own path. - GROUPS
