Sorry I'm not sure what the darned thing is called but I'm referring to this:
Is there anyway to edit the CSS to customize this at all? Like when you hover over images and instead of looking bland like that it can be sharper and prettier and more eye-catching?

i'm pretty sure you can actually edit the simple hover over box with css
like i'm gonna be honest i'm not 1000% sure but i really really feel like i've done it before at some point 8u;
but if you can't then yeah tooltip is what it's called and that will defs work

you could try this: forum tooltips pluginit's plug and play and automagically makes your hovers look more appealing, and you can style them with css
